John Buxton PMP, PE

John Buxton, consultant and lecturer, is an expert in modern program management techniques. During the past 25 years, he has provided problem-specific consultation for major programs in the United States and overseas and provided instruction in program management to domestic and international companies of all sizes in many industries. Mr. Buxton is a trained engineer who understands the technical aspects of program management. In recent years he has lectured on Project Management in over two dozen countries on six continents


Before becoming an independent consultant, Mr. Buxton was a member of the International Staff, Office of the Assistant Secretary of the Air Force. His responsibility was to assess the capabilities and facilities of foreign companies relative to current U.S. technology programs with a view toward joint research and development ventures with the U.S. Air Force and related U.S. private-sector industry. He structured multiyear programs, the international agreement documents, and conducted periodic progress assessments.


Previously, Mr. Buxton led a team of management effectiveness inspectors in evaluating government and civilian contractor program management offices throughout the United States.


In an earlier position, as a program manager in the Air Force, Mr. Buxton was responsible for all aspects of the facilities construction portion of the $3.8 billion Saudi Arabian Command, Control and Communications System program. His primary task was to implement this large, highly visible, and political contract with extremely critical and sensitive schedule constraints. In addition, he served as chief of the Program Evaluation Division, directing the evaluation of contractor performance on all U.S., NATO, and Saudi Arabian research and development and production contracts for the Airborne Warning and Control System aircraft. In this capacity he was responsible for the Earned Value aspects of over $2 billion of U.S., NATO and Saudi contracts.


Before assuming this position, Mr. Buxton spent 6 years as an assistant professor at the Air Force Academy, writing and teaching senior-level courses in management and finance, and teaching junior- and senior-level courses in aeronautical engineering.


Mr. Buxton has an M.B.A. from the University of Colorado and an M.S. in engineering from The Ohio State University. He earned an M.S. in management and a B.S. in engineering at Rensselaer Polytechnic Institute. He also completed the Executive International Business Program at Georgetown University and the Project Management Certificate Program at The George Washington University School of Business. A Professional Engineer with over 40 years experience in Construction Engineering, Management, and the Design/Build Industry. Professor Koffman incorporates this experience into his Graduate and Undergraduate Program at the University of Southern California. Carl Pritchard is a world recognized lecturer, author, researcher, and instructor. As a lecturer he is considered a leading authority on risk management and presents on a variety of management topics, ranging from project essentials to the complexities of network diagramming and team motivation. As an author and researcher, he has published articles on project management maturity, the international trends in PM, advances in risk management, and on the nuances of training on the Internet. The PPMP policies and procedures became standard operating procedures for the organization.

Assisting the Internal Revenue Service set up a program management system by identifying their needs, configuring Microsoft EPM software, and training executives and project managers.
  • Increased efficiencies and improved collaborative capabilities by: creating enterprise project templates that linked tasks to deliverables and provided standardized WBS, resource information, format settings, calendars, and other project elements; creating "executive" dashboard" views that helped executives mange their portfolio of).

Training Design

At Dominion Project Management, Inc (DPM) our instructors don’t teach as a job.

If you think of all the courses that you have taken and remember as being excellent, you recall the way that the instructor presented the information. The Instructors at DPM are experts in their field and are either published and/or course developers. Our objective at DPM is for all of our courses to prepare attendees to use the concepts, information and skills presented immediately upon returning to work.

The variety of courses offered requires that we employ various training methods. Depending on the nature of the class and the specific objectives, training methods may include: lecture, film and video presentations, experiential exercises, panel discussions, feedback sessions, role playing, role modeling, small and large group discussions, computer based instruction, case studies and exercises, video-feedback, self assessments, workshops, programmed instruction, pre-program readings, slide and tape presentations, long distance learning and game simulations.

The suggested length of time for each program is based on our experience as to the optimum time needed to properly present the information. We do understand, however, that it is not always possible to schedule participants for the suggested time, and therefore, will modify programs to accommodate clients’ schedules, where possible.
